Q: Functions of POE Is it to transmit data and power?

This is a POE extender. It does not source power over Ethernet but extends another POE source that it is plugged into for its own power and to power attached POE equipment up to 30 watts per port.

Q: will this really pass 1000Mbs?

I purchased a different model. But I bought mine to extend the distance of a video camera from over 100 feet away from the dock. It worked fine. Clarity was excellent

Q: Does the connection require AC or batteries?

It does not require batteries. It gets power from a PoE connection supplied by one of the ethernet cables. The PoE input must be sufficient to power all connected devices.

Q: Will this convert an input signal at 10mb/half-duplex to 100mb/full-duplex output?

It doesn't increase or decrease. . . input = output
