Q: Does this promote cells in epoxy resin

Not that i can see. The dye seems to be totally soluble in resin.

Q: is it safe to use this in lip gloss?

I can't find the white bottle, but the red. Bottle States: ingestion may cause gastrointestinal irritation. Based on that I would say you should not use this in lol gloss.

Q: Will this work with smooth cast 300 or smooth cast 325?

The best answer I can give you is try a small cast first, then larger. I do know that when I use this product with my boat resin I get good results, so try a small test piece first. When using this product try not to use alot ,because the more you use the longer the curing time.
