No, the folding cart is a separate item. This is for the bag only.

Q: Does the bag fit under a coach airline seat?

Thank you for your question - To try to answer that, I can tell you that I've not yet been on a plane where my fully packed B7 will slide under the coach seat in front of me, but I tend to pack my bag to capacity making it potentially much larger than yours. Also, the space under the seat varies depending on the airline/equipment. What I can tell you is I tend to separate my B7 in half and stow the part I don't need in the overhead bin and keep the half that I want access to inflight under the seat in front of me. And I don't usually have any trouble fitting half the B7 under the seat. Hope this helps. If not please let us know. BLB

I don't think it will hold it. It is more set up for Ipads.
